which is enclosed, it appears that the Surgeon of the Gaol is also allowed private practice, a fact not shown in the Blue Book.

Although the Medical work in the Colony has no doubt increased in many respects, in some it must have of late fallen off, as e.g. in connexion with the gaol and the Lock Hospital, and I cannot think that there is more than enough work to employ the time of four active officers if the duties were to be re-distributed and if they were required to give practically their whole time to Government work.

I would suggest that, when opportunities occur, the Department should be gradually reorganised on these lines. Of the future Staff, which I suggest should consist of a Colonial Surgeon and three Assistants, none should be appointed exclusively
