Does the suggestion at the end of your draft re: Medical Officers being allowed to print certificates at the Hospital emanate from anyone having personal knowledge of the facts? It does not seem to be of any advantage to them, indeed most persons who die under their care are confined to the house when they die or when their case is less clear.
