The most important points in the report have been dealt with separately
e.g. Colonial Secretary & Registrar General, Legal & Judicial, Medical & Sanitary branches, Education. So far as concerns the Queen's College, it has been dealt with separately, and no other point under that heading (though the Governor promises a further despatch) wider than that heading.
In the Public Works department a supplementary report is promised, but it has not yet come.
I now take the few remaining points in the report and the covering despatch
Treasury
It is, I assume, a settled policy that there shall be a separate Treasurer and a separate Auditor, not holding any other office, in Hongkong. The latter point has been again decided in the light of the report: The committee consider there should be a separate Treasurer, and I do not discuss the point, though
