It is impossible to sanction a scheme without knowing any details; and I do not see the reason for the hurry. It looks a little like panic. Mi Cooper will be back by the 10th October, & it can well wait till then.

In answer to your telegram of 12 August I should telegraph that you are authorised to approve at reasonable expense any scheme. Particulars must be sent before sanction is given. You had better consult Cooper on his return.
