On 13584 will be found M. Cooper about the drainage
and
water supply of Hong Kong, which I asked him to write, and I have seen and discussed this telegram with him. He is, as you will remember, the Director of Public Works and a member of the Sanitary Board. I have also seen today a private medical practitioner in the colony who came with a private letter of introduction.
