Hong, the for purposes of testing the detention of the Tanks was in the case of three of them 5 hours only, the other two vessels arrived late in the day and were subjected to a detention of less than 9 working hours each, (in one case from 2 p.m. February 16th to 10:30 a.m. the 17th, in the other case from 4 p.m. on the 9th March to 1 p.m. on the 10th) instead of two days as stated by Messrs Samuel.
On this point, a similar request was made locally, I reported that I considered another special anchorage quite unnecessary.
I am of that opinion. Tanks occupy a comparatively short time in loading, so that with a little foresight they need not (as might be the case with a partially completed ship) be delayed. Ships load alongside the same wharf and, as far as I know, there has been no instance of their not having completed loading in the regulation time.
On the other hand, I consider it most undesirable to further apportion out the waters of the harbour, which are already divided into no less than several special anchorages and 3 fairways, especially as that which is now sought is for the convenience of a limited number of junks.
