I think that every reasonable facility is already given to these vessels, especially seeing that Hongkong derives benefit from the vessels, by little or no trade, the same pay the dues as others, while on the other hand more attention is bestowed on them.

With reference to the first complaint, I find on comparing my records with those of the Government Analyst, that, during 1894, and previous to the date of Messrs Samuel's letter, 5 Tank Steamers discharged petroleum at Hong Kong
