For your information the enclosed copy of a report by the Harbour Master dealing in detail with the complaints made by Messrs. Samuel and Company in their letter of the 3rd May.
I concur with this report and would point out to Your Lordship that it is very undesirable to allot special anchorage grounds in addition to those which already exist in this harbour through which so large a number of vessels are continually passing. There will be no objection to the storage of coal being allowed on the premises at Tai Kok Tsui under the conditions indicated by the Harbour Master.
