The Estimates for the Post Office have now been received and I bring up

this paper for consideration in connection with them.

I am of opinion that the rate to England should be raised to 10 cents

per 1/2 ounce from the 1st proximo, for the following considerations:-

1. The amount expended by the Post Office in 1893 was, as appears from the acting Postmaster General's statement, $153,287. The estimate for next year is $191,536. Taking out the Local Delivery Branch Expenditure which is not incurred,
