Your Excellency's Government would consider the propriety of some Modification Regulations. They matured to suggest that the issue of a Notification by the Chung An Amatital, clearly explaining the nature and object of the Sanitary measures taken, would have a great effect upon the ignorant lower classes of Chinese in Hongkong.
I telegraphed in this sense to Your Excellency on the 19th instant and was gratified to receive Your Excellency's reply stating that a Notification would be issued to-day.
