"Happily the disease has not taken root in the Eastern District. There are a considerable number of cases in Yaumati, but all the other villages in the free Colony are free.
The Working staff has been reduced and the expenditure has been slightly curtailed. Whilst I am glad to be able to send a favourable report, I may assure Your Lordship that the Government will not relax its vigilance until Canton and the mainland are free.
