The Colonial Treasurer,
in pursuance of our policy of aiding China in her endeavour to prohibit the smuggling of Opium into her territory, the amount of raw Opium allowed to the Hongkong Farmer was reduced to 350 chests per year (of which not more than 175 were to be drawn in any one month).
This allowance was considered liberal, being intended to cover local consumption and such part of the export trade as he commanded.
The Farmer was, however, informed that he would be allowed to draw more on satisfying Government that it was required for legitimate purposes.
