The enclosed has been received from the Governor. The Acting Colonial Secretary,
as time does not permit of official consideration by the Council before the next meeting of the Council, and the departure of the homeward mail, I should be glad if the Hon members would state their opinions on the point in question in writing, which I will communicate to the Acting Colonial Secretary.
