The suggestion contained in paragraph 4 (1) regarding a search is rendered absolutely impracticable by the large number of passengers arriving in the Colony, which annually exceeds one million. If such a condition were inserted, even though the amount of compensation for each unsuccessful search were reduced to a very small amount, I have no hesitation in saying that there would not be a single offer for the Farm, and the finances of this Colony would be most seriously embarrassed.

6. His Lordship's further suggestion in paragraph 4 (2) regarding the exemption of opium in transit is considered to be most undesirable owing to the peculiar situation of Hongkong and the proximity of Macao. It is certain that the exemption of
