4. The objection to the amendment proposed by the Unofficial Members is set forth in the enclosed copy of a report by the Colonial Treasurer and I beg to recommend that the suggestion of the Unofficial Members be not entertained.

5. Referring to Lord Knutsford's despatch No. 84 of the 8th April, 1892, I have also to point out that the Government has not purchased any quantities during the year.
