Government is of opinion that it is desirable to issue, as early as possible, a notification calling for tenders for the Opium Farm in order that if the first offers should be considered unsatisfactory, there would be sufficient time to call for fresh tenders and thus save this Government from incurring the risk of a loss which at the present time it would be quite unable to bear.
