A. As to the first point on the whole I agree with the Governor & the

always ask for permission when he wants to boil for a large time.
As to parr. 5(d) it is remarkable that an
despatch 569/9 should have been left unanswered for 2 years
and then the S. of State should be asked to agree by telegraph to reverse the decision of that despatch? As to par. 5, I made the suggestion
