Cooper has been consulted informally with regard to the drainage question as affected by the plague, but as to any measures to be taken for the prevention of similar troubles hereafter, with by promoting sanitation and overcrowding, I prefer to wait until you have been able to consult him after his return to the colony, which is now imminent, and are able to submit definite proposals with some approximate estimate.
