The only legal, as distinguished from legislative, machinery of which I am aware, to prevent the issue of the notes by the National Bank is a suit for injunction, but such a suit would, I think, only be successful if it could be shown that the Bank was infringing a legal right to the injury threatened.
Camp injury of the public or Government and inasmuch as the question is one of great difficulty I do not advise such a course.
