Ever since Hong Kong ago it became a British possession, it was inhabited by some 7000 Squatters and from 10000 to 12000 Chinese, Arending fishermen. According to the census, the population numbered in round numbers, amounting to 211,000, of whom 211,000, or more than nine-tenths, were Chinese. The Europeans and Americans numbered 8500.
Taking the Europeans and Americans in 1900, after speaking to Mr. Buxton, I would propose to insert the page marked "A" showing that the civil population numbered 4200, of whom 1450 were British; and taking only the adult males of the European and American civil population, they numbered 800 to 1700, of whom 800 were British.
Out of the total of 8500 Europeans and Americans, the resident civil population amounted only to 4200, with the British naval and military forces numbering 2900, and the remaining 1400 represented merchant seamen, police, and others.
Of the 4200 individuals who constituted the European and American civil population, 1450 only were returned as British, and of this number, not more than 800 were adult males, and therefore presumably not more than 800 would be entitled to vote.
