ought to have laid bare their scheme in full detail. I have the impression that if the promoter or promoters of this petition had called the community together publicly and explained distinctly what they really wanted, the good sense of the persons who hurriedly signed the memorial would have prevailed, and the petition would not have proceeded further, nor the community have been thrown into gratuitous antagonism to the Government.

It may not be out of place if I now venture to express my personal opinion with regard to the number of official Members of Council. I consider that for all practical purposes the present number
