There is nothing that I can conceive of that might lead to more serious consequences to the good respect and usefulness of the Legislative Council than this proposal. In a paragraph in this letter I referred to the tendency within the last half dozen years to send members to the Council to represent party interests, and underlying the present petition and proposal there is a good deal of motive in that direction.
