The advantages of a strong following obtained by any specious promises of enlarged representation will be fully appreciated when it is borne in mind how much has been done within the last half dozen years towards the representation of party interests in the Legislative Council, a thing unknown, I believe, in the previous history of the Colony.

Having given my views as to the launching of the petition I now proceed to speak in regard to its substance, but I will refrain from criticizing it clause by clause as it seems unnecessary. I challenge, however, its general statements which have been marshalled in such form
