In consequence of the cases which appeared amongst the Volunteers from the Garrison, Major-General Barker decided to reduce the numbers employed in cleansing and disinfecting from 300 to 150.

It was impossible to obtain a sufficient quantity of paid labour excepting at extravagant wages to complete the thorough cleansing and disinfection of Chinatown, which is now being carried out, and the preparation of the required number of graves, and for this reason I telegraphed to Your Lordship to permit the use of Convict labour in this important work.
