· Emigration to Vladivostock began in March 27th. A list of steamers going thither, from which you will observe that between March 27th and April 25th, 10,155 coolies emigrated.

Only two of the steamers that left in April were British. Both were vessels of superior class, the Rowshing claiming to be the best and fastest steamer in North China; and Messrs. Jardine Matheson & Co. have justly complained that the Japanese - to say nothing of the Russians - have overcrowded their steamers. But whether, if the act were in force, the Kowshing would have been accused of overcrowding with 2,000 passengers for 800 tons is at least an open question.
