Our firm in Shanghai have drawn our urgent attention to the proclamation contained in the Government Gazette of May 13th whereby your Excellency declares that the voyage of a steamer carrying Chinese passengers from the port of Chefoo to Vladivostock is of 8 days in duration - a declaration by which British steamers employed ... are brought by law within the Emigrant Category of ships...
