down the riot, you co-operated with the Justices of the Peace, and issued strict instructions to the Police and District Watchmen to keep vigilant watch day and night. By your active supervision of them in the performance of their duties, the rioters were dispersed, and local order was restored. On reflection, we perceive that, during the recent disturbances, you exhibited great resource in freeing the people from terror. We, therefore, cannot allow the incident to pass without expressing our thanks to you for your services, and hope that in case of any future disturbance in Hongkong, you will again co-operate with the Justices of the Peace in suppressing rioters, thereby acquiescing in the desires of the people, and maintaining local order. This is the earnest hope of men, who respectfully write to you to wish you good health, and trust that you will supply all that they have failed to express.
