You are hereby ordered and urged to make immediate report to the nearest authorities of all cases of sickness or death of which you have knowledge. You are further ordered to thoroughly cleanse and disinfect any house or premises in which any case of such sickness or death has happened.
Out of my anxiety for the health of the Chinese people and to prevent any friendless person being neglected, I have issued special and urgent instructions to the Sanitary Inspectors and others to exert themselves in house-to-house visitations daily, and also in cleansing and disinfecting premises, to help to remove the sick to the Hospital for careful treatment and the dead to be buried with all due respect.
Hospitals have been provided for the sick, two under European directions and one under the Tung Wa Committee, where treatment is accorded to all free of expense and without distinction of class.
You are therefore commanded to give every assistance in your power and not in any way to impede or obstruct the Sanitary Inspectors and others in the visitation of your rooms and houses, the removal of the sick and dead, and the necessary cleansing and disinfection.
