add that I have

intention

of relaxing the regulations which have been put in force and which I consider

"absolutely necessary to safeguard as far as possible the

health

the entire population.

There have been several cases

of mobbing and stone throwing which have been promptly

dealt

with. The total number

of deaths

up to the present

date is close upon 300, and the mortality amongst those

attacked has been at least

95 per cent, but latterly it seems to have been 80 per

cent.
