This may be owing to the fact that 6 days have only elapsed since the heavy rains began, whereas the period of incubation is supposed to be from 5 to 8 days.

It may also be, and doubtless is partly attributable to the fact that owing to the House to House Visitation, fresh cases in hitherto unvisited houses are discovered.

I am frequently calling for Volunteers, for additional Inspectors, and for cleansing and disinfecting purposes, the General Commanding the Troops has agreed to place at my disposal 300 men.

The inspection and disinfection, if necessary, can thus go on concurrently. I regret to say that a complication has arisen amongst the Chinese population.
