We beg to recommend for the approval of His Excellency the Governor the scheme set out in Mr May's letter of the 21st May, 1893 of replacing the present patrol boats by three steam pinnaces. Were this scheme adopted, we believe it would prove far more efficient than the present system of rowing boats and would lead to a saving estimated by Mr. May at $5,000 a year.
