buying the pinnaces only in the Estimates for 1894, the more inconvenient will the absorption of the men become. I should have for instance to take on the 19 men whose agreements expire with this year temporarily for an indefinite period, as the date of the receipt of the Secretary of State's sanction of the Estimates is always uncertain.

Similarly with the 6 Europeans I have on probation & others also on probation.

I need hardly mention that to have a large number of Constables hanging on for short indefinite periods on temporary engagements would be not only unfair to the men but highly undesirable in the interests of the public service.

I have therefore strongly to recommend that if the scheme commends itself to His Excellency, steps be taken for carrying it into effect as soon as possible.
