7 boats on patrol (5 in the harbour, 1 at Yaumati & 1 at Hungham).
2 steam launches on patrol 1 on the Hong Kong side & 1 on the Kowloon side.
4. Under the system I now propose the boats would all, with the exception of the one on night patrol in Hungham bay, be abolished, and in their places would be substituted 3 steam pinnaces.
One of the two patrol steam launches would also be dispensed with and the harbour would be policed as follows:-
Day Duty.
1 steam pinnace on patrol
1 launch boarding steamers.
crew of 5.
1 steam pinnace in reserve (in place of the larger and more expensive launch to be abolished and sold).
Night Duty.
3 steam pinnaces on patrol 2 in the harbour & 1 at Yaumati 1 boat in Hungham bay & 1 steam launch on general patrol.
5. The result would be a saving in crews represented by 67 Chinese Constables and 6 European Constables as against an increase of 4 engineers & 4 stokers and a saving in annual expenditure, making liberal allowance for running expenses & repairs of the pinnaces, of over $5000
