Before submitting the Estimates for this Department for next year, I have the honour to lay before you for the consideration of His Excellency the Governor, the following scheme for the re-organisation of the Water Police which, if adopted will open the way to an immediate annual reduction of some $5000, and to a large prospective economy in bonuses, passages or allowances in lieu thereof, and pensions.
2. My proposal is a very simple one and consists in substituting the use of steam for man power in the patrol boats doing Police duty in the harbour.
I claim for my scheme that it will, in addition to being less costly, render the harbour Police a very much more efficient arm of the law.
3. At the present time the harbour is policed in the following manner; -
Day Duty.
(a) Two whale boats (4 Chinese rowing in each) on patrol
(b) One steam launch boarding steamers.
(c) One steam launch in reserve.
