Superintendent of Police, and Endles from the Committee, which is at present enquiring into Expenditure, recommending the adoption of a scheme for the re-organization of the Water Police Force by which if adopted it is considered there will be a large saving in annual expenditure and a considerable gain in efficiency at the same time.
In my opinion it ought undoubtedly to give the Colony a more efficient Water Police Force and as from a financial point of view, regard being had to the smallness of the initial expenditure, it is satisfactory. I venture to recommend it for Your Lordship's approval and to suggest that, in order that it may be provided for next year's estimates, Your Lordship's sanction may be communicated to me by telegraph as early as convenient.
