Dear Sir,

On the 2nd January and 21st March I duly received your kind letters and should have replied to the former sooner, but waited to be able to tell you the result of our memorial to Lord Ripon.

On the 29th ult. the Local government informed me, in pursuance of instructions received from the Colonial Office, that amendments would be made in the existing Ordinance with the object of redressing a long-standing grievance.

In the case the amendments were brought before the Legislative Council, and I am sending you herewith a newspaper report of the proceedings which I would ask you be kind enough to carefully peruse. You will observe that although the proposed amendments, with slight alterations, were passed, ...
