This practice is followed in other Colonies in the Straits Settlements, as will be seen from the enclosed specimen returns.

5. Mr. Ackroyd refers in par. 43 of his Report to the amount of interest earned during the last ten years by the cash balances in his hands, but it is not stated whether any of this interest has been credited to General Revenue, or whether it has been distributed among the various parties concerned and interested in the funds. I think it desirable that this question should be cleared up, and that some legislation should be passed on the lines of the "Suitors' Fund Ordinance of the Straits Settlements 1891", defective as it is, under which court monies on deposit are placed with the Colonial Treasurer, the Government being liable to repay all such monies so placed, together with interest.
