The Receiver was quite right in what he did, the Committee of inspection knew nothing about when these documents were filed, but met from time to time under the presidency of the Receiver and then examined the documents, books and accounts. They were satisfied with the account and in there was no irregularity or rule requiring them to certify these documents.
