on all accounts in local banks is restricted to a maximum of $350,000 and it may happen that to meet Bill's drawn by the Crown Agents and other expenditure the Government may occasionally have to utilize all the local funds at its disposal. In such an event complications might arise if the proposal is carried out.

In conclusion I venture to suggest to Your Lordship that the whole correspondence on the matter should be referred to Sir F. Clarke who is at present in England on leave of absence in order that a definite decision be arrived at and communicated to the Government.
