Regulation #2 (vide Gazette 21st Dec 1889) allows 40 passengers to be carried in one car in addition to two servants of the Company.

No 3 states that the passengers held to weigh shall be 140 lbs each, which does not appear excessive as the average weight of a fully loaded car will contain 42 people at average weight of 140 lbs, = 2 tons 12 cwt, not 2 tons stated in regulation.

4. The load for testing is only 5 cwt in excess.

Regulation St. 8 allows maximum speed of 8 miles per hour for the tests, and the speed fixed was minimum of 9 miles per hour.

This test is therefore carried out under conditions very slightly in excess of those in ordinary working - about 4 per cent and the velocity about 12 per cent in excess of those allowed by regulation.

During the test, the car was under ordinary full load - two servants of the Company being required on the car during the test.
