cable is to
break it and that
exceptional
stress short of breaking it only

a stress of
30,000 lbs

excess of what is required by the best.
The rope is diminished in proportion to its strength
and this loss of strength
has been estimated by the

to be equal to more than that caused by six months ordinary working.
We submit therefore that not only
does this Company suffer
heavy and
financially
unnecessary loss
on this
account
in addition to loss of traffic,
but that the public
are safer before the test than after for we are informed that no inspection of the cable takes place after
the test to ascertain
and
whether
to what extent the cable
has been damaged by
the massive strain to which it has
been put.
Under the above
circumstances
