The Car is loaded with 2¾ tons of ballast and drawn up to the points. The enquires are then reversed and the Car is allowed to descend when the speed of the car exceeds nine miles an hour the brake lever is released and the car is stopped.
2. The cable Test. The cable is tested by a weight of 2¼ tons being put on and the whole drawn up to the points. The total weight being five tons in addition to the weight of the Car and coal truck or rather more than half a ton in all.
3. The Boiler Test. The boiler pressure is tested to 180 lbs by hydraulic pressure.
The safety of the railway really lies in the frequent inspection by the Company itself to whom the question of keeping all the working parts of its rolling stock in proper order is not only of paramount importance but also crucial to its very existence. If the Government were to fortify such frequent inspections by occasional inspections of their own this would do much to ensure the safety of testing certain cases where inspection gave rise to doubts as to the object inspected being thoroughly safe and in working order, a practice much insisted upon in England.
