The Under Sec. for the Colonies presents his compliments to the Sec. to the Board of Trade and with reference to his letter of the 20th ultimo, on the High Level railway tests required at Hongkong begs to state that Mr Cooper, the Director of Public Works in that colony will be in London about the end of the present month and could then confer with a representative of the Board. Instructions were sent to him as to time & place. Mr Cooper's address is:
