Scal Kew Sunglah Hospital 68 of this plague breaking out again stringent watch will have to be kept on the Sanitary Condition of Taiping shan. Personally I think that a medical officer of health for the City should be appointed by Government with full powers to carry out proper work. If a responsible Medical officer was armed with sufficient power to enable him to get to work rapidly on anything that turned up it would be a much better state of matters than at present prevails. The powers at present granted to the Sanitary Board with slight modifications & additions would be quite sufficient. There is plenty of work for such an officer.
The question of dealing with the Tung "Wah Hospital must now be seriously considered. I cannot denounce this hotbed of medical and Sanitary vice in sufficiently strong terms. I venture to say that if the question of allowing this to remain was to be submitted to the Public Health authorities at Home they would order its immediate abolition. I know that a political element enters.
