At this point of the Epidemic the following points seem to me to require attention:-

The present overcrowded state of Taipingshan is a great danger to the Colony. Laws have been made with the intention of remedying this, but so far as my experience goes they do not seem to have had the beneficial result expected. To one who sees Taipingshan every day, it seems the height of folly that a proper outlook is not kept on this over-populated district.

I. The amount of Filth and Dust that is in Taipingshan is something no one who has not been through this part of the colony has any idea of. Before Ordinance 24 of 1887 was passed, the Inspectors of Nuisances had power to prosecute the occupants of dirty tenements at a moment's notice. It is tremendous how it takes a week or so to circulate reports, a long time to discuss the case, and often the matter is forgotten in the meantime altogether. A regular and proper cleansing out of Taipingshan is a necessity for the sake of Taipingshan.
