The Prepared Opium Ordinance 489. that the amending ordinance goes far beyond the mischief complained of, in so much as it includes Macao as well as Canton and in so far as it empowers the seizure and detention
of prepared opium in any quantity, any quantity over 2 lbs found in the person or in the personal luggage
of any passenger
Your Memorialist therefore humbly pray your Lordship to advise Her Most Gracious Majesty the Queen to disallow the said amending ordinance,
or
to direct that it shall not in any case come into operation until after the 28th day of February 1895 the day on which the Opium
Farman granted to Your Memorialist, expires
