In the draft of the said Deed of Grant submitted for the approval of your memorialists and of their legal adviser there were words importing that the Government reserved to itself the power to alter or amend the law legalizing the Opium Farm during the continuance of the said grant, but your memorialists refused to accept any grant containing or reserving any such power and the said words were thereupon omitted from the said Deed before the execution thereof.

Since the said 14th day of March 1892 Your Memorialists have been in full possession of the said Farm and have exercised all the rights and privileges granted to them thereunder and have prepared and sold large quantities of opium to all classes of people in Hongkong for consumption, in Hong Kong and for export therefrom without let or hindrance. There was not at the time of the making of the said Grant to them nor has there been at any time during the continuance of the said grant any prohibition or restraint on the export from Hongkong to any part of the world of prepared opium, whether in cases, or in personal possession of any traveller, European or Chinese, and the possession of the certificate granted by Your Memorialists, under the Provisions of the said Ordinance 1891 has at all times been ample protection for the person in possession of prepared opium against any interference by the Police or by any other person.
