such considerations upon such conditions for such periods and in such form as from time to time may be determined by the Governor in Council, the sole privilege of preparing opium and of selling within the colony opium so prepared, with power to the Opium Farmer in his discretion to grant licences to suitable persons authorising them to sell prepared opium.

It is forbidden by the said ordinance to any person but the Opium Farmer, his licensees, and persons duly authorised by law in writing to bring into the Colony of Hong Kong any prepared opium without a valid certificate from the Opium Farmer or to have in his possession within the Colony any prepared opium.

The Opium Farmer and any persons selling prepared opium under his licence are required to deliver to each purchaser a certificate specifying the date of sale, the name of the purchaser, and the quantity sold.

All prepared opium found within the Colony or within the waters thereof not in the possession of the Farmer or of his licensees and not covered by such valid certificate as aforesaid is liable to seizure by the Police and by Excise officers, servants of the Opium Farmer; and very wide powers of entry, search, detention, and arrest "without warrant" are given to the Opium Farmer, to the police, and to the Excise officers for the protection of the Farmer in the possession and exercise of his exclusive privileges.
