The only new point I can see for mentioning it in the debate is that the Ordinance goes beyond the mischief complained of since it extends to Macao (not to Canton); more than in respect to smuggling.
Some Steamers go to both Macao.
The words "Canton and Macao" were new.
In S.38 of the original Ordinance, hence the mention of Macao is nothing why smuggling.
