Report on Ordinance titled "An Ordinance enacted by the Governor of Hong Kong, with the advice and consent of the Legislative Council thereof, to amend The Merchant Shipping Ordinance 1891."
I ... have examined the said Ordinance; and I am of opinion that the Ordinance is one which is not contrary to the Governor's instructions.
This Ordinance was passed in pursuance of the instructions of the Secretary of State contained in his despatch in reply to the Petition of certain Steamboat Companies.
